Foreigners Committee
Introduction
It is an administrative committee that operates under the Sector of Education and Students Affairs, and it is one of the committees of the International Students Unit at the university. It was established to organize and support the affairs of international students (non-Egyptians) studying at the university, providing them with academic, administrative, and social support throughout their study period.
Vision
To make Horus University in Egypt an attractive educational destination for international students regionally and globally by providing exceptional educational and administrative services that meet international standards and enhance the university’s position in global competition.
Mission
To provide a comprehensive and integrated service for international students, starting from the inquiry and application stage up to graduation, by supporting them academically, administratively, and socially, facilitating their integration into the university environment, and enhancing communication with relevant authorities. This contributes to improving the international student experience and achieving the state’s strategic goals in attracting international students.
General Objectives
- To welcome and introduce international students to the university, its faculties, available programs, and the study system before and during their application process.
- To facilitate admission and registration procedures and coordinate with relevant departments to complete the application steps.
- To provide academic support and student counseling and monitor their academic affairs.
- To resolve issues faced by international students, whether academic or administrative.
- To enhance cultural integration by organizing activities and events for international students.
- To participate in events and maintain continuous communication with the General Administration of International Students affiliated with the Supreme Council of Universities in the Ministry of Higher Education.
- To develop and improve student services provided to international students in line with the university’s and the state’s strategy to attract more international students.
Committee Responsibilities
First: Administrative and Organizational Responsibilities (Managed by the University’s General Coordinator for International Students):
- Welcoming international students and directing them to relevant departments within the university.
- Coordinating admission and registration procedures and ensuring all required documents are complete.
- Managing international students’ files and continuously updating their information.
- Maintaining ongoing communication with faculty regarding student admissions and monitoring their academic status.
- Issuing official correspondence related to relevant foreign entities, such as embassies and government agencies.
Second: Academic Responsibilities (Managed by Faculty Coordinators at the University):
- Monitoring the academic status of international students and coordinating with academic departments to resolve their academic issues.
- Providing academic support to students who need assistance or guidance.
- Participating in organizing orientation sessions for new students and monitoring their enrollment in classes.
Third: Social and Cultural Responsibilities (In coordination with the Director of Student Welfare at the University):
- Activating cultural, recreational, and sports activities for international students.
- Facilitating the integration of international students into Egyptian society and enhancing communication between them and their Egyptian peers.
- Resolving social and psychological issues in coordination with academic advisors for students.
- Participating in celebrations of national and cultural events for students from different countries.
Fourth: International Responsibilities (Managed by the University’s General Coordinator for International Students in coordination with the Director of the International Relations Office at the University):
- Communicating with the Central Administration of International Students in the Ministry of Higher Education.
- Coordinating with embassies and cultural attachés regarding the admission and care of students.
- Conducting international marketing for the university to attract international students in collaboration with the university’s marketing director.
- Preparing periodic reports on the committee’s activities and the status, number, and distribution of students across faculties.
Fifth: Service Responsibilities, Support, and Digital Services (Managed by the University’s Admission Officer):
- Guiding students regarding housing, applying for residency, health insurance, transportation, and student services.
- Supporting students in non-academic procedures such as residency, passport renewal, and government services in coordination with relevant authorities.
- Providing inquiry services via phone, email, or social media platforms.
- Managing the university’s international students’ platform and updating it with various activities.
- Updating data and monitoring online applications.
- Developing a digital service to support timely completion and facilitate communication.
Sixth: Monitoring and Evaluation Responsibilities (Managed by the University’s General Coordinator for International Students):
- Preparing monthly and annual meeting minutes for the International Students Committee regarding its activities.
- Measuring international students’ satisfaction with the services provided and statistically analyzing the results.
- Proposing continuous development plans to improve performance.
Implementation Mechanisms
Implementation Mechanisms for the International Students Unit:
First: Administrative and Organizational Implementation Mechanisms
- A dedicated reception system for international students: Establishing a reception office within the admission building staffed with trained personnel, along with providing informational signs and brochures in Arabic and English.
- Standardizing admission and registration procedures: Preparing a Standard Operating Procedures (SOPs) manual for each step.
- Digitally linking and managing student files with continuous communication with university faculties for easy information exchange through a digital database to record all international students’ data and store electronic copies of documents for easy reference.
Second: Academic Implementation Mechanisms
- Monitoring and coordinating with faculties: Conducting monthly meetings of the International Students Committee and faculty coordinators to review student status.
- Activating academic advising: Appointing an academic coordinator within each faculty for international students and providing introductory sessions on academic regulations and schedules.
- Establishing a system for resolving academic issues: Allocating an email address and hotline for communication with the committee and creating a record to document issues and their resolutions.
Third: Social and Cultural Implementation Mechanisms
- Organizing activities and events: Preparing an annual plan for activities (cultural, sports, community) and collaborating with student welfare and student unions to implement events.
- Supporting cultural integration: Organizing an Orientation Day for new students and holding regular meetings to enhance communication between international and Egyptian students.
- Providing psychological and social support: Coordinating with the student counseling unit to offer support sessions and providing surveys to measure psychological and social adaptation levels.
Fourth: International Implementation Mechanisms
- Communicating with embassies and cultural attachés: Establishing a database for embassies and education officials’ contact numbers and sending periodic reports to cultural attachés regarding the status of their students.
- International promotion and outreach campaigns: Updating the university’s website content in foreign languages and designing electronic brochures to market academic programs.
- Connecting with the Central Administration of International Students: Using the unified application system affiliated with the ministry and attending periodic meetings for officials responsible for international students.
Fifth: Service Implementation Mechanisms
- Supporting housing and services: Providing a list of accredited student housing in collaboration with university dormitories and offering a comprehensive guide to services (transportation, restaurants, health insurance).
- Facilitating governmental procedures: Coordinating with the passport office to finalize residency procedures and establishing an administrative assistance section within the unit.
- Inquiry service: Creating a call center or a unified number for international students and responding to inquiries via email and social media.
Sixth: Digital Implementation Mechanisms
- Full digital transformation: Implementing an electronic platform for applications, document uploads, and application tracking, and sending alerts and messages to students via email and SMS.
- Evaluating services electronically: Designing satisfaction surveys for students after each service and displaying performance indicators (KPIs) on a dashboard.
Organizational Structure
The International Students Unit at Horus University in Egypt is a unit reporting to the university president and is divided into:
- The International Students Committee for Education and Student Affairs, which reports to the Vice President for Education and Student Affairs.
- The International Students Committee for Graduate Students and Research, which reports to the Vice President for Graduate Studies and Research.
The proposed organizational structure for the International Students Committee under the Education and Student Affairs sector is as follows:
- The direct supervisor of the International Students Committee at the university is the Vice President for Education and Student Affairs.
- General Coordinator for International Students: Oversees planning, management, and communication with the Education and Student Affairs Sector and relevant external entities.
- Admission and Registration Manager: Responsible for reviewing student files and coordinating with faculty regarding admissions, schedules, and academic advising.
- Faculty Coordinators for International Students: Responsible for monitoring and academic advising, resolving academic issues, and coordinating with academic departments.
- Student Welfare Officer: Responsible for social, cultural, and sports activities.
- Marketing and Promotion Officer: Responsible for monitoring the university’s marketing platform on the Ministry of Higher Education platform, updating it with new programs and activities, and marketing the university in neighboring Arab and foreign countries.
- Director of the International Relations Office at the University: Responsible for activating international agreements to enhance the attraction of international students.
Monitoring Methods
- Periodic Reports: Preparing monthly reports on the unit’s achievements and student statistics.
- Regular Meetings: Conducting weekly internal meetings to review work and challenges.
- Continuous Development Plans: Evaluating performance annually and updating plans according to changes.
