Evaluation Committee

Introduction

The Measurement and Evaluation Unit at Horus University is a central unit affiliated with the Vice President for Education and Student Affairs. It aims to develop the assessment and examination system across all faculties of the university. The unit works to ensure fairness and transparency in student evaluation, guarantee the quality of educational outcomes, and analyze results to enhance academic performance in accordance with the standards set by the National Authority for Quality Assurance and Accreditation of Education.

Vision

The Measurement and Evaluation Unit at Horus University aims to be a nationally and regionally recognized model in developing measurement and evaluation systems and managing question banks and electronic assessments in higher education institutions.

Mission

To achieve excellence in the application of modern measurement and evaluation systems within Horus University by supporting faculties and academic departments in constructing standardized and reliable assessments, training staff members and technical staff on fair evaluation mechanisms, leading to a comprehensive system that ensures fairness and quality educational outcomes.

General Objectives

  1. To unify measurement and evaluation policies and systems across the university’s faculties.
  2. To promote a culture of assessment based on targeted learning outcomes.
  3. To establish and develop central question banks for all academic programs.
  4. To enhance the competencies of staff members and their assistants in the fields of measurement and evaluation.
  5. To issue procedural guides and standardized criteria for examination systems.
  6. To analyze examination results at the university level and provide periodic reports to the University Council.
  7. To develop feedback mechanisms to correct the course of the educational process.
  8. To ensure that evaluation systems align with national and international quality and academic accreditation standards.
  9. To create a central database for managing and analyzing student results at the university level.

Unit Responsibilities

  • General supervision of measurement and evaluation units in the faculties, monitoring their performance, and providing technical support.
  • Preparing annual plans for developing the measurement and evaluation system at the university.
  • Creating and updating central question banks and linking them with electronic testing systems.
  • Implementing training programs for staff members and their assistants in preparing assessments and building scales.
  • Supervising electronic grading processes and conducting statistical analysis of results.
  • Developing a unified procedural guide for measurement and evaluation approved by the University Council.
  • Conducting studies and research to improve assessment methods in line with modern educational trends.
  • Organizing workshops and scientific conferences in the field of university measurement and evaluation.
  • Monitoring the implementation of evaluation policies in academic programs to achieve targeted learning outcomes.
  • Issuing periodic analytical reports on examination results and academic performance at the university level.

Organizational Structure of the Unit

Unit Management Board:

The Management Board of the unit is formed by a decision from the Vice President of the University and includes:

  1. The Vice President for Education and Student Affairs (Chairperson)
  2. The Director of the Central Measurement and Evaluation Unit (Secretary)
  3. The Director of the Quality Assurance Unit at the university.
  4. One of the deans of the faculties on a rotating annual basis.
  5. Three coordinators from the university’s faculties (representing theoretical, scientific, and medical disciplines).
  6. The Director of the E-Learning Unit at the university.
  7. A representative from the Information Technology Sector.
  8. A representative from Student Affairs and Education.
  9. A representative from the student body (nominated by the university student union).

Responsibilities of the Management Board:

  1. Setting the general policy for the unit and approving the annual executive plan.
  2. Monitoring the performance of measurement and evaluation units in the faculties.
  3. Approving periodic reports and technical recommendations.
  4. Approving annual training plans.
  5. Discussing reports analyzing examination results at the university level.
  6. Proposing the unit’s budget and approving financial allocations.
  7. Submitting periodic reports to the university president.

Director of the Central Unit:

The director is appointed by a decision from the university president from among staff members with experience in measurement and evaluation. His/her responsibilities include:

  • Implementing the unit’s plan and monitoring the performance of the faculty.
  • Supervising the preparation of statistical and analytical reports.
  • Coordinating with the Quality Assurance and E-Learning Units.
  • Submitting monthly reports to the Vice President for Education and Student Affairs.
  • Representing the unit at conferences and official meetings.

Deputy Director of the Unit:

  • Responsible for monitoring training activities and funded projects in the field of evaluation.
  • Acts on behalf of the director in his/her absence.
  • Supervises the work of technical committees and secretarial staff.

Technical Committees of the Unit:

The technical committees operate as specialized executive units within the Central Measurement and Evaluation Unit at Horus University, and their tasks are integrated to achieve the unit’s goals and strategic plans. Their formation is issued by a decision from the Director of the Central Unit and is approved by the Vice President for Education and Student Affairs. Each committee undertakes the following tasks:

  1. Central Question Bank Committee

    Objective:
    To ensure the construction of standardized and updated central question banks that cover the targeted learning outcomes for all courses at the university.
    Detailed Tasks:
    • Establishing general criteria for preparing and formulating questions according to learning outcomes.
    • Reviewing question templates submitted by faculties to ensure compliance with technical and educational specifications.
    • Classifying questions by difficulty level and type of skill measured (knowledge, comprehension, application, analysis, synthesis, evaluation).
    • Organizing workshops for staff members on preparing high-quality questions.
    • Creating a central electronic database for question banks in coordination with the Technical Support and Technology Committee.
    • Periodically reviewing and updating question banks every semester to ensure their relevance and quality.
    • Ensuring the confidentiality and encryption of bank content and managing access permissions.
    • Preparing periodic reports on the coverage rate of questions regarding learning outcomes in each academic program.
  2. Statistical Analysis and Reporting Committee

    Objective:
    To analyze examination results and tests electronically and prepare quantitative and qualitative reports that contribute to improving the educational process and the quality of assessment.Detailed Tasks:

     

    • Collecting examination results data from the faculties and analyzing it using approved statistical software.
    • Calculating academic performance indicators such as average grades, dispersion, difficulty index, and discrimination index.
    • Preparing periodic analytical reports to be presented to the University Council and faculty councils.
    • Monitoring annual improvement indicators in learning outcomes and student performance levels.
    • Analyzing the alignment of learning outcomes with the objectives of academic programs.
    • Issuing comparative reports between faculties or departments to identify strengths and weaknesses.
    • Preparing performance indicator dashboards in collaboration with the Technical Support Committee.
    • Submitting final reports after each semester to guide academic improvement plans.
  3. Training and Development Committee

    Objective:
    To enhance the competencies of staff members, teaching assistants, and technical staff in modern measurement and evaluation fields and the supporting technologies.

    Detailed Tasks:

    • Identifying training needs for faculty units and staff members.
    • Preparing an annual training plan approved by the Management Board of the Central Unit.
    • Implementing training courses and workshops in the following areas:
    • Preparing objective and essay tests.
    • Building specification tables.
    • Statistical analysis of test results.
    • Mechanisms for electronic grading and exam management.
    • Preparing electronic question banks.
    • Collaborating with the E-Learning Unit to train staff on the digital testing system.
    • Evaluating the impact of training and measuring the application of acquired skills in the university’s faculties.
    • Preparing an annual report to be presented to the Vice President for Education and Student Affairs, detailing training achievements and future recommendations.
  4. Technical Support and Technology Committee

    Objective: To provide the necessary technical support for the operation of measurement and electronic evaluation systems, ensuring their continuity and efficiency.

    Detailed Tasks:

    • Managing and operating the unified electronic platform for assessments and evaluations at the university.
    • Providing immediate technical support during electronic examinations in the faculties.
    • Designing and updating databases for question banks and student results.
    • Securing data and ensuring periodic backups while protecting privacy.
    • Linking measurement and evaluation systems with the university’s learning management platform.
    • Coordinating with the Information Technology Department to update the systems and software used.
    • Preparing user manuals and operational guides for electronic systems.
    • Developing digital tools for statistical analysis and interactive reporting in collaboration with the Statistical Analysis Committee.

  5. Internal Monitoring and Evaluation Committee

    Objective: To monitor the implementation of the Measurement and Evaluation Unit’s policies in the university’s faculties and assess compliance with approved standards and procedures.

    Detailed Tasks:

    • Preparing monitoring tools (checklists) to evaluate the performance of faculty units.
    • Conducting periodic field visits to the sub-units of measurement and evaluation.
    • Evaluating the application of electronic and manual evaluation systems according to general policies.
    • Reviewing faculty reports and ensuring they comply with standard specifications.
    • Preparing detailed reports on performance levels and proposed improvement points.
    • Monitoring the implementation of improvement plans approved by the central unit.
    • Submitting semi-annual reports to the Management Board that include compliance rates and quality of performance.
    • Coordinating with the Quality Assurance Unit at the university to integrate monitoring results into the institutional accreditation system.

Measurement and Evaluation Units in the Faculties

The sub-units in the faculties are considered executive branches of the central unit and are technically and administratively subordinate to it.

They are committed to implementing the general policies and approved work plans from the central unit.

They submit performance reports to the Director of the Central Unit at Horus University periodically.

Meetings and Reports

The Management Board of the unit holds a regular monthly meeting and emergency meetings as needed.

The unit submits a quarterly report to the University Council that includes an analysis of academic performance and assessment results.

Communication

The Measurement and Evaluation Unit at Horus University welcomes suggestions from faculties, staff members, and students through the unit’s official email or via the feedback form on the university’s website, supporting the policy of continuous development and institutional improvement.
